COUNTY OF SAN DIEGO ZNE PORTFOLIO PLAN

A first-of-its-kind plan developed by a local government in California, the County of San Diego’s Zero Net Energy (ZNE) Portfolio Plan lays out actions through which the County can cost-effectively cut its energy footprint in half by 2030 across more than 11 million square feet of real estate.

The Challenge

Develop a ZNE Portfolio Plan for the wide range of facilities owned and managed by the County of San Diego that identifies technical potential and prioritizes strategies needed to progressively meet California’s aggressive ZNE goals for new and existing commercial buildings by 2030. The County’s buildings, located from the coast to the desert, encompass over 11 million square feet and multiple occupancy types, including office, library, public safety, dining, lab, and healthcare buildings.

  • Review and benchmark facility energy data
  • Estimate the potential to reduce energy consumption
  • Outline the size, locations, and general feasibility of renewable generating systems necessary to offset current and projected energy consumption
  • Meet with stakeholders to develop and outline tools and programs to support the effort
  • Identify interactions between strategies, recommend priorities, and craft an Action Plan

The ZNE Portfolio Plan, which is the first of its kind developed by a local government in California, lays out an Action Plan through which the County can cost-effectively cut its energy footprint in half by 2030.

The Solution

AN EFFICIENCY-FIRST APPROACH

All new facilities and most major renovations are being designed to achieve ZNE. Existing facilities will become more efficient, supported by onsite renewable energy where possible, and facilities are proactively managed to an informed energy baseline.

AN ACTION PLAN

As identified in the Public Summary document, the Action Plan includes six key strategies. Each strategy includes a schedule for short-, mid-, and long-term activities; these are gathered into annualized action plans for 2018, 2019, and onward, which the County is actively implementing.
