The City selected Stok to guide this ambitious project as IPD Coach and Owner’s Representative—supporting the team by driving early collaboration to reduce risk from Pre-Validation and Owner Readiness through Warranty.

With a fixed budget and global material cost uncertainty brought on by a wave of new tariffs—especially on steel and aluminum—the City needed to identify cost-saving measures without sacrificing performance. Stok led the target value delivery process, enabling the full project team to evaluate and implement innovative solutions to meet the owner’s requirements, including $6 million in savings identified through examples such as:
Through Lean and agile processes, Stok helped the City stay on budget and adapt to changing needs without delay or disruption.
Stok facilitated early alignment around the project’s electrification goals, including full electrification and large-scale EV infrastructure, and is coordinating with BC Hydro to install battery storage that mitigates peak demand challenges. Through an integrated design process with the project team, City, and BC Hydro, the resulting near carbon-neutral facility with over 200 EV charging stations will reduce long-term operational emissions, avoid future infrastructure retrofits, and support the facility’s long-term operational resilience.
